“Committing to Safety”, especially for the aspect of Process Safety, is not only a jargon in PHE-WMO. The company has started many years ago to start its long journey in establishing its process safety system, after which continuous improvement is a continual effort conducted to enhance its process safety performance.

One of the main agenda in 2017-2018 is enhancing personnel competency in the area of Process Safety where LebSolution has been proudly selected as the partner to deliver its specialized services in this area. On behalf of LebSolution, I would like to thanks PHE-WMO Management and Workforce team for their trust to LebSolution.

The first topic of the PHE-WMO Process Safety Competency Enhancement program is Project Safety Review (PSR), including the most critical one “Pre-Startup Safety Review (PSSR). Two batches of training program have been delivered in November 2017 effectively, enriched with the assessment of PSR Team Leader candidates to formalize their assignment as Company Approved PSR Team Leader.

By the way, do you know why PSSR is said to be the most critical PSR in process plant life cycle? It is because the PSSR is the last verification process marking the transition of facility classification from NON-HAZARDOUS FACILITY to HAZARDOUS FACILITY.

Just for your refreshment, the main objective of PSSR is to finally verify that:
1. What has been built is what has been designed.
2. Specification of what has been bought and installed is according to the design specification.
3. Procedure is completely available and understood.
4. Personnel is adequately available and competent.
