The above SafetyBuzz is aligned with statement from Incident Investigation Leader of Fukushima Daichi Nuclear Reactors Explosions, happened on Mar-2013. He said in the formal investagion report this closing statement “Safety is not an inherent state of being. It requires constant works and attentions”.

“A stable system is a state of constant adjustment”

The above statement exactly in a good analogy with the state of “equilibrium” in multi-phase system and/or chemical reaction. it is not the condition of “NO THING” happen anymore, it is the condition that SOME THINGS still happening where what goes right is equal to what goes left.
