Several oil/fuel storage tank fire have occurred in recent months and years, leading to discussions on the effectiveness of safeguards (either protective or mitigation) related to the fire event in storage tank, which include FOAM APPLICATION.

FOAM APPLICATION is considered an important mitigation safeguard against fire event. Though we need to be careful to ensure that the foam system is designed properly and applied as intended.

With this post, attached is a LebSolution Safety Moment communicating the 25-Oct-1998 Fuel Storage Tank fire incident in Singapore Refining Co. In this incident, the Fire was actually initiated/ ignited by the application of foam. Feel free to use and share the LebSolution Safety Moment for learning.

It was said the phenomena was a newly identified one (thus considered unknown hazard at the time of incident) upon which I’ve heard that NFPA has followed up the learning by revising their relevant standard.
